The Measure Cistern Reckoning

The Halfling quarrel of c. 154,000-c. 148,000 BR in which good harvests and outside traffic pulled the folds two ways, and the Commons learned to tell honest reserve from hoarding, and welcome they could afford from welcome given for show. See The Folds, the Scarps, and the Shore.

Overview

The Measure Cistern Reckoning was an early Halfling feud between houses at the Measure Cistern in the Leeward Folds, over hidden stores, false scarcity, and who had the right to say how much a fold could give.

It comes after The Founding of the Foldward Commons, while the hard bargains of The Leeward-Windscar Terms are still being struck at other gates.

Plenty Breeds a Feud

The feud starts not in famine but in good years. Steady outside trade and full harvests make the folds around the Cistern rich, and the richness splits them.

The market houses want wider markets and open-handed feasts for guests and neighbouring folds. If the Foldward Commons stay tight-fisted in plenty, they say, their reserve will look like fear and their name will shrink. The reserve-keeping houses, who hold the cistern and the store-vaults, answer that plenty is when a fold is most in danger of eating its future. Good years breed pride, and pride forgets the dry years.

Honest Stores and False Scarcity

The feud breaks the old trust that a keeper's count is true because a keeper says it. Some keepers are caught hiding stores, shrinking the welcome further than the year demanded, or keeping trade small so that rank and plenty stay in a few districts. Some market houses, in turn, are caught spending the long-cycle reserve on feasts to look generous before guests, and calling the keepers misers for objecting.

Halflings remember both lessons: welcome without counting is self-harm, and a count no one may check is hoarding in clean words.

Settlement and Custom

The reserve-keeping houses hold the cistern and the vaults, and they keep them; no fold is made to open as wide as another.

What the market houses win, after the drowning and the slides have shamed both sides, is the line between honest narrowing and false narrowing. A keeper may still shrink the welcome when stores, water, or ground truly demand it, but must now open the vaults to the other houses, show the stores, and say whether the year is merely lean, the long reserve is at stake, or the fold is simply refusing. A keeper found lying about the stores loses the keys. The stores that liars hid in those years were not all found. The tale of a keeper's hidden vault, cut into the terrace rock behind the cistern and stocked against a dry year that never came for him, has sent more than one young Halfling digging at night with a lantern, and the reserve-keepers of the Cistern still put a guard on the old terraces in every lean year.

Historical Significance

The Reckoning is the Foldward Commons' first great feud among themselves, and the reason the Measure Cistern carries so much weight in later memory. More than a place of welcome, it is where Halflings learned that a measured answer is not always a just one, and paid for the lesson in drowned keepers and fallen terraces.

It is the second of the far side's three great internal quarrels, after the Gnome Sounding Gate Quarrel and well before the Orc Rimward Passage War: Halflings feud over welcome in plenty, Orcs will go to war over wells in drought.
