The Lower Serath Guarantees
The span, c. 26,000-c. 16,000 BR, in which oaths of safe passage, guarded crossings, and shared duty along the crowded lower river hardened into the river towns' first lasting pact, tying the right to take dues to keeping the river safe. See The Basins and the Marches.
Overview
The Lower Serath becomes one of the first places on Caeldon where Human towns sell safe passage and make the promise stick.
It sits inside the broad growth of the Confluence Marches told in The Founding of the Confluence Marches, before the Serathic League. In these ages the basin world of The Gathering of the Confluence pours its traffic down one river, and the strongest river towns learn to hold it.
A Crowded River
The older Human world grew through the deep fields of the Confluence Basins and the frontier valleys of the Headwater Marches.
The Lower Serath is different. Everything the basins grow comes down it: barges, ferries, market boats, stored grain, and the people who live off them. That makes it rich, and it makes every stoppage dangerous. River-thieves lie up in the reeds and backwaters, wreckers light false marks above the shoals, rival towns seize each other's landings, and the spring rise drowns quays and closes crossings for weeks. Every spring, as the water falls, the River-Given, drowned who never had their rites, walk out onto the landings and try to go home.
Guarantees on Armed Boats
So the towns begin to sell guarantees: safe passage between landings, protection at the crossings, a trader treated the same each time they pay. No single town invents it. It grows from promises kept so often that they stop looking temporary. Towns that keep the river safe gain a hold over it that raw force alone cannot win, but the guarantees are still kept by armed boats and walled crossings, and sellswords ride every bargemaster's deck. A town that breaks its word to a stronger one pays for it in burned barges. Some feuds between river towns of these years run for generations, landing raided for landing, and the river still hides their losses: a guarantee-chest sunk with a burning barge, said to hold a whole season's tolls, which reed-divers have sought in the mud below the same bend for thousands of years.
Oaths Remembered
The guarantees need memory. Crossings must be known, oaths remembered, and a broken passage mended before the trouble spreads up and down the river.
Here an old inheritance is put to new use. The Lower Serath does not revive the vanished Archive-Law Civilization, but it keeps some of its afterlife: tallies of oaths sworn, and the belief that a word spoken before sworn onlookers binds harder. Its rise is told in The Rise of the Archive-Law Civilization. The same belief reaches the dead. The river folk say that a death never sworn to will not stay quiet, and the Unsworn Dead of the lower river are laid by swearing and writing it.
Historical Significance
The Lower Serath Guarantees mark one of the earliest times on Caeldon when keeping a promise became power in its own right. They carry Human history from the broad Confluence to a narrower river that a few strong towns can hold, by boats, walls, and remembered oaths rather than by ancient blood.
