The Turnwater Reopening Accord
The last of the great far-side terms, c. 100,000-c. 98,000 BR, an Orc-Gnome accord that reopened chosen kinds of Soundchain traffic at Turnwater one cargo and one season at a time, under old grudges and new wreckers. See The Folds, the Scarps, and the Shore.
Overview
The Turnwater Reopening Accord reopened chosen kinds of Soundchain traffic for the first time under the terms struck in The Soundchain Closure Terms.
It comes once the closure terms have taken hold and the worst crowding has eased. The question is no longer whether the corridor may shut a kind of trade, but how it can open one again without either side looking beaten. That question lands at The Turnwater Quays, the corridor's busiest station.
A Reopening That Could Not Look Like Surrender
Reopening is dangerous to pride. The harbour houses will not have a return of heavy convoys taken as proof that their closings were mere spite. The Windscar escorts will not accept a token reopening that restores the gesture and not the trade. Both have dead from the forcing years to answer to, and both have crews on the water who remember who rammed whom.
One Cargo at a Time
The accord holds because it reopens nothing quietly. At Turnwater, chosen kinds of traffic are restored on stated terms: named cargoes, named seasons, a set day to look again, and limits on what the pilots will take in. Reopening one kind of trade does not lift any other closing. A heavy-convoy season reopened at Turnwater is not the whole corridor reopened, and a restored cargo is not a way into the harbours.
The coast keeps its right to close where the strain is real. The Windscar gains proof that the closure terms can open paths back, not only polish new reasons to stay shut. Both peoples now argue over the size of each reopening rather than over whether every closing was secretly meant to last forever. Beast-hunters and hired guards ride with the first reopened convoys, and the wreckers who worked the narrows find the beacons watched.
Historical Significance
The Turnwater accord shows that the Soundchain can open as carefully as it closes. After The Soundchain Selective Closure and the closure terms, the corridor proves it is not only a long wall built of reasons.
The Gaugeward Leagues must now answer for how they reopen as well as how they close. The Windscar Pacts must decide each time whether a partial reopening is a real gain or another careful arrangement of limits. Turnwater keeps the danger in memory with a custom: when a reopened convoy first comes down the cliff-stair, a guard of both peoples stands at the beacon until it is in, and the station keeps a war-horn there that has not been blown in an age.
