The Founding of the Windscar Pacts

How the Orc route kindreds of the Windscar Expanse swore themselves into the Windscar Pacts.

Overview

Across The Windscar Expanse, Orc route communities that had survived there for ages bind themselves into The Windscar Pacts. It is the first named Orc civilization.

Orcs had long lived in this exposed far-side route country. In this age basin-edge strongholds, guarded caravan roads, upland meeting grounds, and the custom that every passage must be answered for harden into a pact.

From Harsh-Land Bands to Pact

The Windscar Pacts do not begin when Orcs first appear in the Expanse.

They begin when crossing the open country starts to need agreement. Escort duties, water rights, route warnings, and the seasons of movement overlap until the scattered bands can no longer live as separate worlds. To the west, in what becomes the Glassbelt, the last fires of the furnace world are dying.

Neither a capital nor a conquering empire comes of it. Meeting grounds every band accepts, endless bargaining, and sworn safe passage bind the dangerous distances into one country of pacts.

Treaty Ground, Escort, and Retaliation

The Windscar order is built on movement that must be answered for, not on walls.

No settlement stands over the basin-edge strongholds, marching kindreds, storm-tested camps, and caravan escorts. Treaty-grounds, sworn rights of passage, the seasons of the roads, and the custom of open vengeance are what let distant kindreds trust one another at all. The Expanse becomes livable on hard-land terms, which are mostly the strongest kindreds' terms.

On these roads an escort can turn into a raid in a moment, and a raid into a feud that lasts generations. The Pacts make force usable by binding it to oaths sworn before the gathered kindreds. Passage must be honoured, warning must be true, betrayal must be answered, and vengeance must be declared at the treaty-ground and kept to the measure of the wrong, so that one killing does not burn every pact on the road. An answer taken without declaration is not vengeance but a raid, and may be answered in its turn.

The Windscar Answer

The Windscar Pacts are those treaty-grounds and escort customs bound together into one confederacy.

The Windscar world does not lean on basin depth joined to marcher variety, as the Confluence Marches do, on holds behind defended walls, as the Ironspine Holds do, or on the oldest care of the forest, as the Rootcrown Concord does. Its ground is the sworn pact, the escorted road, and force that answers for itself, and it shows that the most exposed country can hold a people of its own.

Historical Significance

The Pacts are the far side's first great inland founding, made late in the consolidation of the older riverine Kavari Bankright Circles (c. 190,000-c. 160,000 BR). From here the Windscar Expanse is no longer empty distance but a country with its own answer to order, movement, and who leads.

The peace the Pacts swear does not hold forever. Some tens of thousands of years later the well-holding strongholds and the escort-bands come to blows over the same water in The Rimward Passage War (c. 135,000-c. 128,000 BR), and later Windscar feuds, far-side rivalries, and the long escort roads to other peoples all build on what was sworn here.
