The Chromatic Chord

The Leeward Measure Orders

The cistern halls, terrace watchers, orchard tally houses, and reserve counters of the Foldward Commons, hardened c. 146,000-c. 139,000 BR after the first great quarrel over honest measure, which make every count open to a neighbour's challenge. See The Leeward Folds.

Overview

After the first great Commons quarrel over honest measure and false narrowing, the reserve-and-welcome side of the Foldward Commons hardens into the Leeward measure orders.

Store counts that others may check, open reckonings of the reserves, and closer watch on folds that shut their gates make The Leeward Folds the heavier Halfling power inside the Commons, though not yet a realm of its own.

Full Stores, Hungry Neighbours

The Measure Cistern Reckoning ended the belief that a fold's own count was reason enough to turn people away.

The folds are rich in a dry world. Their cisterns are full when the country around them is cracked, their orchards bear when the saddles burn, and every dry run brings thirsty parties to the fold gates. Some come to trade, some to beg, and some to raid, and a fold that shuts its gate must be ready to hold it. Fold watchers on the saddles learn to tell a trading party from a war-band by its dust, and a fold's boldest are the ones who go out to meet the raiders before they reach the terraces. Every fold also has its tale of a neighbour that spent past its keeping and was left with cracked cisterns and thorn on its terraces.

Counts That Can Be Checked

Cistern halls, terrace ledgers, orchard tally houses, and counted receiving grounds come to work as one. Their weight rests on store claims that can be checked, and on telling the long reserve kept for the worst years apart from plain refusal. The richest folds keep the most counters, and their counts are the ones most often believed.

The Measure Cistern keeps its weight. The orders begin to gather while The Measure Cistern Crisis (c. 147,000-c. 143,000 BR) is still being fought out there, with many parties pressing at its gate at once, and its count becomes part of what the orders check. A bounded welcome is believed there only while the numbers behind it can still be challenged.

Before a Reserve Realm

There is no cistern state yet, and the Commons do not split into rival reserve houses. The Leeward side stays Foldward; what it adds is counting, open reckoning of the reserves, and folds that act together.

That weight brings later cistern-league rivalries, harder reserve-keepers, sharper quarrels over the long reserve, and fuller trade with outside partners within reach.

Historical Significance

The Leeward orders part the Halflings of the sheltered folds from the first Commons settlement. Halfling history now runs from sheltered-fold life through the Commons and the honest-measure quarrel to a Leeward hardening around counted reserves.

They show plenty becoming power in a Halfling way: no merchant realm and no grain empire, but full cisterns, honest counts, and the will to keep a gate shut when the count says so, with spears on the wall behind it. Locust years on the fold edges test that will hardest, when the dry country comes to the gates hungry all at once.
