Function convert

): Readonly<Record<string, any>>
Converts tree, a cooper result, into the configuration the application reads. Never mutates tree.
Parameters
- tree: Record<string, unknown>
- Optionaloptions: ConvertOptions = {}
Returns Readonly<Record<string, any>>
a deep-frozen, null-prototype object

Throws
for a duration that is not whole milliseconds, or a cooper-secrets key it refuses
